When VeriSign, the company that runs much of the Internet's core, decided to launch a search service, it saw a chance to help Web surfers find their way. But critics saw the move as a bald grab for dollars. ICANN, the Internet's key oversight agency, responded by pressing VeriSign to pull the service. That dispute has turned into a federal suit testing whether financial or public interest ultimately drives how Internet users visit Web sites and send e-mail.
