A federal judge in Rhode Island on Wednesday said he is inclined to issue a temporary restraining order blocking the Trump administration from freezing previously approved federal grants and loans.

U.S. District Chief Judge John McConnell Jr. rejected U.S. Department of Justice arguments that the need for such an order was moot because the Office of Management and Budget rescinded the memo authorizing the pause in the wake of widespread confusion and criticism.
