A federal judge in Rhode Island on Friday temporarily blocked the Trump administration from freezing grants and loans, finding that agencies were still denying previously approved payments even after an authorizing directive was rescinded.

In granting a temporary restraining order by Democratic attorneys general, U.S. District Judge John McConnell Jr. of the District of Rhode Island wrote that “no federal law would authorize the unilateral action here.”
